Europe's energy systems must be prepared for hybrid and physical threats, warns a new report by Eurelectric, launched at the Munich Security Conference, 13th – 15th February. The report draws directly on DTEK's experience of operating under sustained attacks, positioning Ukraine’s energy sector as a real-world blueprint for resilience.
The report, "Battle-tested power systems: Resilience and preparedness for Europe's electricity sector", features DTEK as a leading case study and includes the company on its cover. Since September 2025, DTEK’s thermal power plants have faced more than 200 attacks as russian strikes have evolved into coordinated waves of drones and precision missiles designed to overwhelm energy infrastructure.
In response, DTEK have kept the system running through rapid repairs, equipment reconfigurations and emergency solutions, including the deployment of 200 MW of battery storage across six distributed sites. These practical measures now inform Eurelectric's recommendations for utilities and policymakers across Europe.
The report highlights a clear message: protecting energy infrastructure must become a core part of Europe’s security planning with stronger infrastructure protection, decentralisation and crisis preparedness.
