On Thursday October 13, Ukraine’s energy security was the topic of DTEK CEO Maxim Timchenko’s online briefing. This time online session was arranged from bomb shelter due to the air raid alert in Kyiv. Here are the key messages:
Energy facilities under massive miles attack
- On October 10, the whole world once again got a confirmation that the real goal of russia is the civilian population. After all, the destruction of energy and civil infrastructure has nothing to do with military goals - it was a pure act of terrorism against the Ukrainian people
- Dozens of rockets hit energy infrastructure facilities in 11 regions and the city of Kyiv. There were problems with water supply in 8 regions. TPPs and CHPPs were shelled in central, western, eastern, southern parts of Ukraine.
- During 10 and 11 of October about 30% of Ukraine's energy infrastructure was hit by russian missiles
- DTEK TPPs was attacked as well: Burshtynskaya TPP in the Ivano-Frankivsk Region, Ladyzhynska TPP in the Vinnytsia Region, and Prydniprovska TPP in the Dnipropetrovsk Region was damaged.
- At the moment DTEK is assessing the damage and have started repair work. In general, starting from 24 of February losses in our company are measured in billions of UAH. However, the biggest losses are not financial, but human. Starting from 24 Feb. 85 DTEK employees have died and 15 are missing.
Rolling blackouts
- As a result of russian missile attacks on October 10 on the territory of Ukraine, rolling blackouts have been launched in four regions of Ukraine and Kyiv.
- The system operator of Ukraine's energy system NEC "Ukrenergo" did not submit a request for emergency assistance from European countries to stabilize the energy supply. It was possible to balance the system at the expense of internal resources.
- The restriction of consumption in Kyiv and the central region is not related to a shortage of resources, but to the damage of the infrastructure and is necessary for the repairment to finish the restoration work as soon as possible. Stable electricity supply throughout the country is planned to be restored in a few days.
Export of electricity
- Ukraine stops exporting electricity due to russian missile attacks on energy facilities. This is yet another evidence that russia continues to carry out energy terror against Ukraine and increases energy blackmail towards the European Union. Ukrainian electricity, which we exported after synchronization to the EU and via separate lines to Moldova and Poland, helped Europe supported the stability of the European energy system.
- Even after the Zaporizhia nuclear power plant, which has been under russian occupation for more than 7 months, was shut down, Ukraine fulfilled its obligations to European partners regarding electricity export.
- But the rocket attacks on October 10 and 11, which hit the thermal generation and electrical substations, forced Ukraine to suspend electricity exports from October 11, 2022, to stabilize its own energy system.
- Exporting electricity from Ukraine helped Europe reduce the consumption of Russian energy resources. And that is why Russia is destroying our energy system, killing the possibility of exporting electricity from Ukraine.
- That is why it is so important to ensure the de-occupation of Energodar city, where, in addition to the NPP, there is a TPP owned by DTEK. The liberation of Energodar will increase export capacity to 1000MV by the end of the year and allow electricity export even in the winter season.
Necessary actions and needs
- Now and throughout the winter, Ukraine will need air defense systems more than ever to protect energy infrastructure facilities.
- Considering the scale of the morning attack, the equipment is needed very urgently to ensure at least temporary operation of the energy infrastructure.
