RISE for Ukraine
What is RISE?
Stands for Resilient Independent Solar Energy, RISE is the first initiative of its kind in Ukraine – a joint programme between DTEK, Ukraine’s largest private energy company, and Octopus Energy Group, the global clean energy tech leader.
The initiative aims to strengthen Ukraine’s energy security by accelerating the rollout of 100 solar and battery systems across the country’s businesses and public sector institutions over the next three years.
The Goal
- Raise €100 million in funding
- Deliver 100 onsite solar and battery storage projects across Ukraine
- Lower electricity bills for the customers
- Stabilise the grid and improve energy resilience
Why It Matters
RISE was created to address a huge challenge. Thousands of Ukrainian factories, hospitals, offices, schools, and shopping centres, live under constant threat of power outages due to targeted attacks on the country’s energy infrastructure. They also face extraordinarily high financing costs, blocking much-needed energy investment programs.
Since the full-scale invasion, 70% of Ukraine’s thermal power capacity has been damaged, destroyed, or seized. To accelerate the rollout of the investments, the financing costs need to be lowered to a reasonable level, similar to Europe’s.
We believe the solution lies in decentralising power generation, moving away from large power plants and towards local, self-generated energy. This approach not only strengthens resilience but also accelerates the shift to renewables and clean energy.
How It Works
This will enable businesses and the public sector to lower their electricity bills by optimising energy use in real time, cutting costs during peak hours, and selling excess electricity back to the grid.

Projects are financed by banks and purpose-driven investors, supported by grants and guarantees
